TAKEN AT THE REGULAR MEETING April 11, 2016

Call to Order

The Regular Meeting of the Town of Homer Mayor and Council was convened on the 14th day of MARCH at 6:00 p.m. in the Council Chambers, 400 E. Main, Homer, Louisiana with a quorum present. Councilman Willie Knowles offered the Invocation and Councilman Brandon Rich led the Pledge of Allegiance.

Motion to approve minutes for March 14, 2016 Regular Meeting.

On a motion made by Councilman Bobby Burns to adopt the minutes for Regular Meeting of March 14, 2016, it was moved and seconded by Councilman Willie Curry. With no further discussion or questions, motion passed by the following vote: Ayes: 5 (Curry, Burns, Johnston, Rich, Knowles). Nays: 0. Out of the Chamber: 0. Absent: 0 Abstentions: 0.

Resolution #16-004- Resolution to authorize the acceptance of the Louisiana Compliance Questionnaire for Audit.

Motion made by Councilman Bobbie Burns seconded by Councilman Willie Curry to approve resolution  #16-004- to authorize the acceptance of the Louisiana Compliance Questionnaire for Audit. Motion passed by the following vote: Ayes: 5 (Curry, Burns, Johnston, Rich, Knowles). Nays: 0. Out of the Chamber: 0. Absent: 0 Abstentions: 0.

 Introduction of Ordinance #16-003 authorizing the sale of merchantable timber owned by the Town of Homer.

 

Ordinance #16-003 authorizing the sale of merchantable timber owned by the Town of Homer was introduced. There are two pieces of property owned by the Town. Property 1 is located north of town and is 107 acres. Property 2 is located south of town and is 40 acres. Each property will bid separately and there will be a two­ year time frame for the harvest to be completed. A minimum bid will be based on the appraised value of the two pieces of property. Ordinance will be up for adoption at the next regular schedule meeting after public hearing scheduled for 5:30 PM.

Discuss utilizing the Dial My Calls software to notify customers of any alerts or notifications of water issues, boil advisories, etc.

Motion made by Councilman Brandon Rich seconded by Councilman Willie Curry to approve utilizing the Dial My Calls software to notify customers of any alerts or notifications of water issues, boil advisories, etc. Motion passed by the following vote: Ayes: 5 (Curry, Burns, Johnston, Rich, Knowles). Mayor’s Report:

Mayor’s Office

            Shenovia Harris-Critton announced that The Town recently partnered with nCourt, an online bill payment center, to begin processing utility bills and Homer Police Department citations online. The new payment option went into effect last Thursday and users will receive a text or email confirmation once a payment has been processed. Citizens may call (855)538-0426 or visit www.toofhomerpayments.com to use their credit or debit card to pay by phone or online.

Public Works

Lee Wells gave an update on water samples submitted due to the recent water main breaks. Sample results should be back soon to give an all clear to lift boil advisory.

Main Street   

Main Street Homer has been conditionally approved for as a new Cultural District. There are a few more requirements to fulfill. Once completed, there will be a designated Homer Cultural District effective July 1, 2016. One of the advantages of the District is to provide building and home owners a 25% state tax credit in addition to a 20% federal tax credit on any renovations. Another is a sales tax rate of only   2%   on   all   original works of art.
